Michael has represented the residents of Bicester Town on Oxfordshire County Council since 2005. Born in Bicester, Michael spent his professional career educating the town's next generation with early work at St. Edburg’s School and then at Glory Farm School where he was headteacher for twenty-seven years. His retirement, like his professional life, has been one of working with and through others to achieve the best outcomes for the local community. His priorities are, naturally, excellence in local education, the creation of quality employment inside Bicester to ensure the town is not just a base for commuters, the retention of local green space for sports and recreation, and to build upon local infrastructure improvements with further investment.

Local Conservative Councillors have expressed their opposition to Government plans to end VAT-free shopping for international visitors. With the move set to impact places like Bicester Village, Bicester Councillor Michael Waine tabled a motion to Oxfordshire County Council today requesting the Leader of the Council write to the Chancellor of the Exchequer to urge him to reverse the planned scrapping of the scheme.
