Barry has been a member of Cherwell District Council for the past 20 years, first as Councillor for the Fringford Ward and then, since 2016, as one of the three Councillors representing the Fringford and Heyfords Ward. He considers it to be a great honour to represent the interests of the people and communities of the Ward in which he lives and has a very strong track record of standing up for them. He has been the Leader of the Council since 2004.

The Fringford and Heyford Ward comprises the villages of; Ardley with Fewcott, Bainton, Baynards Green, Bucknell, Caulcott, Chesterton, Cottisford, Finmere, Fringford, Fulwell, Godington, Hardwick, Hethe, Heyford Park, Juniper Hill, Kirtlington, Little Chesterton, Lower Heyford, Middleton Stoney, Mixbury, Newton Morrell, Newton Purcell, Stoke Lyne, Stratton Audley, Tusmore and Upper Heyford.

Following a two day hearing, High Court Judge Mr Justice Mostyn today announced his decision to dismiss the Judicial Review which had been brought against the Oxfordshire Clinical Commissioning Group (CCG) by Cherwell District Council in relation to the CCGs local healthcare consultation.
